Inovasi Tangguh Indonesia (InTI) is seeking a qualified Consultant Team to conduct a Transboundary Diagnostic Analysis (TDA) for the Talau-Loes and Mota Masin Watersheds under the Management of Indonesian and Timor-Leste Transboundary Watersheds (MITLTW/TIWA) Project.

 

About the Assignment

The TDA will provide a comprehensive evidence base to identify, quantify and prioritize transboundary environmental problems, assess their environmental and socio-economic impacts, and analyze their immediate, underlying and root causes. The findings will support stakeholder dialogue and inform the development of the project's Strategic Action Program (SAP).

Scope of Work

The consultant team will be responsible for:

  • Collecting and analyzing environmental, watershed, socio-economic and governance data;
  • Identifying and prioritizing transboundary problems and their impacts;
  • Analyzing immediate, underlying and root causes;
  • Conducting relevant thematic analyses, including ecosystem, governance, stakeholder, socio-economic and gender aspects;
  • Engaging stakeholders through consultations and validation processes; and
  • Preparing the TDA and a shortened TDA for Decision Makers.

 

Consultancy Arrangement & Deliverables

InTI will recruit one consultant team for the assignment. The selected team will sign a contract with InTI and deliver:

Inception Report → Preliminary Report → 1st Draft Report → 2nd Draft Report → Final TDA Report + TDA for Decision Makers.

 

Fieldwork Locations

Fieldwork will take place in the Indonesia–Timor-Leste border areas of Nusa Tenggara Timur, covering:

  • Kabupaten Malaka – Mota Masin Watershed, bordering Covalima Municipality, Timor-Leste;
  • Kabupaten Belu – Talau-Loes Watershed, bordering Bobonaro Municipality, Timor-Leste.

The fieldwork should represent upstream, midstream and downstream areas of the watersheds.

 

Qualifications

We are looking for a multidisciplinary consultant team with:

  • Relevant degrees in environmental science, natural resource management, hydrology, geology, natural sciences, economics, social sciences, humanities, international relations or related fields;
  • Relevant experience in watershed assessment and management and TDA/SAP processes;
  • Experience in stakeholder consultation and participatory rural assessment;
  • Familiarity with the GEF IW:LEARN TDA framework and PDASPS P3/2013 guidance is an advantage; and
  • Bahasa Indonesia and English proficiency. Knowledge of relevant local languages is preferable.
